Westminster finish only 17th out of London's 32 boroughs in a league table of spending on building cycle lanes and other support for cyclists, according to the latest official figures.
The Conservative-run council spent just £220,300 on supporting cycling in the 2005/2006 financial year. This was less than was spent by Bexley, Bromley, Camden, Hackney, Hammersmith and Fulham, Haringay, Harrow, Hillingdon, Islington, Kingston, Lambeth, Merton, Redbridge, Southwark, Sutton, or Tower Hamlets.
Commenting, chair of the local LibDem Jo Hayes said:
"Westminster needs to invest more in making cycling safer and more attractive. This lacklustre performance - finishing 17th out of 32 - is yet more evidence of Conservative boastfulness on green issues simply not meeting reality.
"When councils with a lot less money, like Tower Hamlets and Hackney, can find more money to invest in cycling then one has to question Westminster's priorities. Local air pollution is high, and we should be taking every step possible to help clean that up."
